What is Foundational Literacy and Numeracy (FLN)?
FLN refers to the ability among children to read with meaning and solve basic math problems by the end of Class 3. These are critical gateway skills that form the foundation for children — much as the terminology suggests — on which they build their lives. The successful acquisition of FLN helps children learn more meaningfully as they progress to higher classes, and equip them with 21st Century skills like critical thinking and problem solving which are imperative to succeed in the long run.

Prime Minister Narendra Modi on FLN
Prime Minister Narendra Modi in his Shikshak Parv address emphasized that focus on foundational learning is the most important aspect of the National Education Policy – 2020. He said that the development of foundational literacy and numeracy will be taken as a national mission. He also laid down a goal for the children in Oral Reading Fluency i.e. every child who crosses the third grade should be able to easily read 30 to 35 words in a minute with comprehension. Prime Minister further added that this will help them in understanding the content of other subjects with ease.
